Custom Galaxy Cut Ecliptic and Galactic

These pixels lie outside the DMR "custom" Galaxy cut, defined as pixels with latitude |b|>20 degrees with cutouts following DIRBE 140 um intensity. The list is provided for both Ecliptic (J2000) & Galactic coordinate projections.
